Q re defn of "developer" under Potential Impact criteria

Regarding the following judging criteria, what is the definition of "developer"? Does this necessarily mean software/programming developers? Or, is there a broader definition? I want to get clarification if the project scope is restricted to projects that benefit software/programming developers specifically.

    Great question! In the context of this hackathon, “developer” is broadly defined. The scope is not restricted to projects that benefit traditional software developers only. If your project meaningfully impacts people who build or support the creation of technology in some way, it fits within the judging criteria for Potential Impact.
